Public Works Department

Lakewood, an area of 26 square miles, has 217 miles of Township streets. The Public Works Department is responsible for the maintenance and repair of Township roads and sewers, Township parks and open space, snowplowing of Township streets, leaf and brush collection, garbage and recycling collection and tire, refrigerator and appliances that contain refrigerants collection.

Garbage & Trash Removal

Garbage cans must be wheeled to the curb with the handles toward your house. There should be at least three feet between cans, signs or cars so the truck can pick it up.

Pick-Up Zones
The Township has been divided into four zones. Garbage is collected once a week in each zone with the exception of the
commercial downtown area.

  • Zone 1 is the Northwest corner of the Township and is collected on Monday
  • Zone 2 is the Northeast corner of the Township and is collected on Tuesday
  • Zone 3 is the Southwest corner of the Township and is collected on Thursday
  • Zone 4 is the Southeast corner of the Township and is collected on Friday

Holidays
If there is a holiday the day you are scheduled for collection, the collection day will change:

  • If the holiday is on Monday, the Monday collection will be on Tuesday, and the Tuesdays collection will be on Wednesday.
  • If there is a holiday on Tuesday, the collection will be on Wednesday.
  • If there Is a holiday on Thursday, the collection will be on Wednesday.
  • If there is a holiday on Friday, the Friday collection will be on Thursday and the Thursday collection will be on Wednesday.

Commercial Downtown Area
Garbage is picked up in the commercial downtown area Monday through Friday, including holidays.
The Downtown area is designated as the East side of Route 9, on the West, Railroad Avenue on the East, Fifth Street on the North and Main Street and Hurley Avenue on the South.



Recycling

Recycling is mandated by State law. The same day garbage is picked up, Public Works picks up recycling - glass, paper, newspapers, cans, bottles, plastic - and makes a profit on some of it for the Township. Recycables are dumped at the County Recycling Center, New Hampshire Avenue, Lakewood. Recyclables that go to the County are sold and profits are divided among the participating communities.

Recycling Guidelines:

  • The Township supplies blue 20-gallon cans for the bottles and cans.
  • Newspapers and magazines are tied in bundles.
  • Cardboard boxes are knocked down, flattened and tied.
  • All recyclables are put out the same day as your garbage and are picked up by recycling trucks.



Bulk Trash

Bulk Trash Pick Up
Trash and bulk pick up occurs on Wednesdays. There will be no bulk pickup if there is a holiday in the week of your pickup.

  • Zone 1 is picked up on the first Wednesday of the month.
  • Zone 2 is picked up on the second Wednesday of the month.
  • Zone 3 is picked up the third Wednesday of the month.
  • Zone 4 is picked up the fourth Wednesday of the month,

Bulk pickup is source separate. This means that different trucks pickup different materials, (a truck for metal, a truck for brush, a truck for trash) and not all of it will be picked up at the very same time. Construction or demolition materials will not be picked up.

Bulk pick up must be requested. Please have a list of items that will be put out so that the proper truck can be sent. Calls must be recieved by 3:00 PM the day before pickup.

2008 Bulk Pick-Up Schedule | If a holiday falls in your collection week for Bulk Pick-Up there will be no pick-up (dates listed below) for that month. We need four (4) working days to pick-up garbage and recycling.

  • January 1 - No pick-up for Zone 1
  • January 21 - Zone 4 pick-up moved to January 30
  • February 12 - No pick-up for Zone 2
  • February 18 - No pick-up for Zone 3
  • March 21 - No pick-up for Zone 3
  • May 26 - No pick-up for Zone 4
  • July 4 - All Zone pick-ups are moved back 1 week to accommodate all Zones.
  • September 1 - No pick-up for Zone 1
  • October 13 - Move Zones 3 and 4 back one (1) week to accomodate all Zones
  • November 4 - No pick-up for Zone 1
  • November 11 - No pick-up for Zone 2
  • November 27 and 28 - No pick-up for Zone 4
  • December 25 - No pick-up for Zone 4

Public Works Garage | To further help Township residents, the Public Works Garage at One America Way (accessible from Cedar Bridge Avenue or New Hampshire Avenue) accepts trash and recyclables.

Animal Control

There is an Animal Control officer on duty, 24-hours a day, seven days a week. The Animal Control officers also organize the dog census and assist with the rabies clinic.

Road Repair and Maintenance

Fall Leaf Collection
Using Route 9 as the dividing line, leaves are collected on the west side of the town the first two weeks in November and the east side the second two weeks. In December, the same collection pattern is followed. Township residents can get free compost and wood chips at the Recycling Center. Leaves should be raked to the curb, not put into bags.

Maintenance Crew
The Public Works Maintenance Crew maintains the many Township properties. The crew's responsibilities include:
- Repairing doors and locks, painting walls, repairingl ceiling tiles and general building maintenance
- Building different types of structures as needed
- Painting the crosswalks at the intersections of streets
- Making and installing signs
- Setting up holiday decorations in the downtown each year
- Putting American flags out on National holidays

Road Repair Crew
The Road Repair Crew maintains all of the Township Roads. The crew handles drainage problems, cleans and repairs catch basins, manholes and storm drainage pipes. They clean debris along the right-of-ways of roads. Public Works does paving and pothole patching in-house to save the Township money. When the ratings of every street, curb, and sidewalk in town are finished this summer, Public Works plans to begin repairs, based on need.

Signs
Street, No Passing, and Stop signs are just a few of the signs made in the sign shop. The shop also produces, free of charge, sandwich boards and banners to announce community functions and town events.

Snow Plowing
Public Works has a DNT Weather Service to track storms and weather disturbances. During a snow storm, a dispatcher keeps track of the 28 trucks that plow and sand Township roads. It takes approximately 12-14 hours to plow the town one time. Main roads are plowed first, then the secondary roads. If the snow in the Downtown area is more than six inches it is plowed to the center of the street and then removed at night times after the stores are closed.

Street Lights

Street Sweepers
Two motorized brooms sweep the streets an average of once every six weeks. Downtown Lakewood is swept every morning, every day, seven days a week.



Parks Department

Buildings & Ground Maintenance
Public Works is responsible for the Municipal Building, the Community Center, and all Township owned buildings and property. Public Works does all the planting, trimming, and mowing around the entire Township. At Pine Park, Public Works maintains the tennis courts. It built three parking lots and four softball fields there in the hopes attracting tournaments and local leagues.

Playgrounds, Equipment & Maintenance
Fifteen Township playgrounds are upgraded each year and new ones are being built. A playground built at the Oak Street School specifically designed for the physically challenged is possibly the only one of its kind in the State. Two registered play-ground equipment inspectors who work out of the park system oversee the maintenance and safety of playgrounds.

Recreation
The Parks Department schedules picnics and other affairs at the parks. They work with the Recreation Commission to host the Summer Recreation Program for children. Scheduling and preparation of ball fields for play is also the responsibility of the Parks Department.

The Lake, the Parks, & the Path
Public Works takes care of the lake, Township parks, and the path around Lake Carasaljo, which was built with funds from a State grant. Public Works installed the exercise equipment around the Lake, and cut through the path to vary the length of walks. Better fishing has been reported since Public Works began lowering the lake in the winter to kill the weeds.

Tree Crew
The Parks Department works with the Shade Tree Commission to plant trees and maintain a small nursery. The tree crew trims the trees that over-hang the roads and removes any bad trees in between the sidewalks and curbs.



Municipal Garage

The Mechanics at the Municipal Garage maintain all of the Public Works trucks and equipment. They service the vehicles belonging to the Inspection Department, keep an inventory of parts in the Parts Storeroom, maintain fuel tanks, install and remove the snow plows and sand spreaders, install the Tink claws for leaf pickup, and keep all the backhoes, loaders, dozers, black top paver, rollers and such equipment running. The garage also includes a Tire Shop for repairing and replacing tires on Public Works vehicles.
