Lakewood Township Will Honor Soldiers on Memorial Day Parade Set

The Lakewood Township Committee has announced that Lakewood’s traditional Memorial Day ceremonies will take place Monday, May 31, 2010, starting with the “Raising of the American Flag” ceremony at 9:45 a.m. at Lakewood’s Town Square, Clifton Avenue. The parade will begin at 10:00 a.m.

After the flag is raised to full staff, the Memorial Day Parade will pass the Review Stand on its way down Clifton Avenue to the All War Memorial Amphitheater where the Memorial Day ceremonies will take place at Lake Carasaljo, North Lake Drive.

During the program at the All Wars Memorial Amphitheater, Mayor Steven Langert, Committeemen Raymond Coles and Meir Lichtenstein, Senator Robert W. Singer, Assemblymen Ronald Dancer and Joseph Malone, and Deputy Mayor Menashe Miller, who is a Captain in the Air Force and a chaplain, among other dignitaries, will lay a wreath to remember and honor all soldiers.

Deputy Mayor Menashe Miller says, “The parade is a wonderful opportunity for the entire community to demonstrate their support for our esteemed veterans and for our selfless men and women currently in the service both here and abroad.”

In the event of inclement weather, the Memorial Day ceremony will be held in the auditorium of the Municipal Building, 231 Third Street, Lakewood, N.J.

Lakewood UEZ Lauded –Hailed as Model Program in the State

After a few months, several Lakewood UEZ (Urban Enterprise Zone) projects were not only approved, but Lakewood’s entire UEZ Financial Assistance program was lauded by New Jersey State EDA and DCA officials and held up as a model for others. Patricia Komsa, the executive director of Lakewood’s UEZ program, and Yehuda Abraham, Lakewood’s director of business development and the UEZ co-coordinator, often travel to Trenton to advocate for UEZ projects in the hopes of jumpstarting Lakewood businesses in this economy and helping businesses continue to grow and develop.

At the most recent UEZ Authority meeting this April, officials cited the Financial Assistance Program, Lakewood’s loan program, as excellent and commended it several times. Komsa reported, “Officials stated that Lakewood was one of two Zones that had an excellent lending program and that Zones throughout the State should try to mirror what we do, saying we have a solid program and a very low incidence of loan failure. In fact, Caren Franzini, who’s the executive director of the Economic Development Authority (EDA), said that banks across the state would die to have our failure rate. Because Lakewood’s failure rate is such a low number, it demonstrates that we have a very tight program.”

The EDA is one of the authorities that oversees the UEZ. The UEZ is overseen by both the EDA and the Department of Community Affairs (DCA). Komsa noted that the new administration in Trenton has been taking an extremely careful look at the UEZ program as a whole and how it spends its money. The State’s audit of Lakewood’s UEZ program, alone, took months of careful analysis.

Komsa says, “When I walked into this meeting in Trenton, there was a positive attitude about Lakewood. The State, which is scrutinizing the entire UEZ program, is realizing that it does have successful zones.

“When the auditor’s report came out recently, it quite clearly stated that the UEZ money was being spent where we said it was being spent. Lakewood came out as being a very well-run zone. We really do have great programs and our funds are being used for sound economic purposes. The audit made officials in the state really take a closer look at us and see that we are a well run program. “

Committeeman Robert Singer, who brought the Urban Enterprise Zone program to Lakewood, was thrilled to see that Lakewood’s ratings are so outstanding. “It’s a pleasure to know that we take State dollars and spend them wisely. When anyone questions how successful the program is, this tells people the state recognizes we spend the money in the best interests of the public.”

Yehuda Abraham said, “In the past, Patricia Komsa and I have been grilled and drilled at these meetings. This time we were actually commended for having such a great Zone.”

Komsa, who has been involved in Lakewood’s UEZ program since 1999, said, “In my eleven years of being involved in the UEZ, I’ve had quite a lot of time in front of various boards and directors at the Authority. This time after so much debate over the future of the UEZ, Authority members and I had a good dialogue about our projects and the methods in which we hope to improve our town.” From the start, the UEZ program has been a win-win for Lakewood. The UEZ benefits merchants because people are specifically coming to Lakewood to shop at stores offering a 3 ½ percent sales tax. Having a UEZ designation is drawing shoppers and increasing traffic to Lakewood. Businesses are also benefitting because they do not have to pay sales tax for certain items they need to buy for their business.

Two of Lakewood’s most requested projects have received initial approval from the Authority. One is the Financial Assistance Program, a small-business loan program, and the other is the Co-op Advertising Program, a matching advertising grant.

Abraham says, “We really want to focus on small businesses, especially in this tough economic time; small businesses are the biggest expanding market right now and we need to focus on them.”

Komsa says, “It is encouraging to know that the State realizes that we have used our UEZ funds to grow businesses and create employment, all of which are a part of the goals of the UEZ: grow business and create jobs.”

Lakewood Receives the Nod for Two UEZ Projects to Benefit Small Businesses

Two UEZ projects that focus on small business growth and development, and job creation in Lakewood have received the approval of the Urban Enterprise Zone Authority in Trenton, New Jersey. According to Patricia Komsa, the executive director of Lakewood’s UEZ, the two projects still have to make it past Governor Christie’s possible veto.

The programs are the Financial Assistance Program and the Co-op Advertising Program. The Financial Assistance Program is a special loan program that focuses on small businesses, the mom and pops, that may need capital for such business projects as expansion; purchasing equipment or even a vehicle for deliveries; increasing store inventory, or money toward the purchase of a building.

Originally the program made loans up to $25,000 at 3 ½ percent interest for five years to small businesses. Now the program is being expanded up to $35,000 a year with a repay period between five and 10 years at 3 ½ percent interest rate.

Yehuda Abraham, Lakewood’s director of business development and the UEZ co-coordinator, says, “The money for the Financial Assistance Program is coming from second generation funds, money derived from previous loans, and can only be used for loans—so it’s basically a revolving loan program at this point.”

The Co-op Advertising Program is a new program, a supplemental, matching advertising grant that will be funded by money from the Zone Assistance Fund in Trenton. Generally small businesses budget very little money for advertising. Komsa says, “Historically, the first thing small businesses cut is advertising, which is the worst thing to do. Most small businesses don’t realize the power of advertising and marketing themselves; it is advertising that generates interest in a business and draws customers to it. With this matching grant program, we are encouraging businesses to advertise, to get their name out there, to entice customers to shop in their stores.”

In the Co-op Advertising Program, the UEZ will provide 50 percent of the cost of advertising in print and the Internet, for example. Komsa says, “It is important that we are able to measure the effectiveness of an advertising program, a requirement of the state. We have found that electronic media has a great way for us to track, such as a click rate. Those using the print media will actually have to ask their customers how they heard about the business or be able to measure any increase in foot traffic in their store.

Komsa says, “Typically a small business is one that earns under $500,000 gross and has 10 or less employees. The criteria we use for a small business is flexible, but the business must be a certified UEZ business to take advantage of all these programs. Once the two UEZ projects pass the governor’s veto period, contracts will come from the state several weeks after. Komsa says, “We are looking to roll out these two programs by mid-June. As soon as we can, we will notify all UEZ businesses directly and put out press releases announcing when we will be taking applications.”

Latino Community Spring Fest and Health Fair

May Schedule for OHI Mobile Medical Unit

With the advent of spring, Dr. Theresa Berger, CEO of OHI (Ocean Health Initiatives, Inc.), has announced that its mobile medical unit (MMU) has scheduled visits to many more locations this May, including two town events.

The first stop will be May 1 at the Lakewood Library, 301 Lexington Avenue, for the Family Success Center Health Fair, focusing on Women’s Health, from noon to 4:00 p.m. No appointments are necessary. Visitors will be able to get their blood pressure taken, and educational materials will also be available.

The MMU will also be present at the “Annual New Egypt Day” event, Main Street, New Egypt, from 9:30 a.m. to 4:00 p.m. for blood pressure readings and educational materials. No appointments necessary.

Greater Media Hosts Annual Bark in the Park

Take me out to a ballgame at FirstEnergy Park and take your dog too! All dog owners are welcome to bring their four-legged furry friends to a baseball game from 1:00 p.m. to 4:00 p.m. Saturday, May 8, 2010, at FirstEnergy Park, 2 Stadium Way, Lakewood, N.J. MAGIC 100.1 and WRAT 95.9 FM, two Greater Media radio stations, are hosting its 6th annual “Bark in the Park,” at a Lakewood BlueClaws’ baseball game in the hopes of finding homes for Ocean County cats and dogs with help from local animal shelters.

Before the game begins, pets and pet owners can enjoy a variety of free activities, such as agility training, Frisbee-fetching dogs, “Win It in a Mutt Minute” games, Stupid Pet Tricks, and the annual Pet Parade.

Dog owners can also bring their leashed family dog to a special seating area for the baseball game that day. Watering stations are available. All animals must be on a leash and have up-to-date shots. Each radio station will be broadcasting live from FirstEnergy Park.

The baseball game begins at 4:05 p.m. To enjoy the game with their furry friends, fans must purchase a $2.00 "BluePaws Pass" for each dog admitted plus a ticket to the game ($8.00 for general admission to the lawn area; $11.00 adults, and $8.00 children and Seniors for a special seating area). The money raised from BluePaws Passes will help purchase food and medicine, and contribute to the upkeep of Jersey Shore Animal Center, a nonprofit animal shelter in Brick which takes in abandoned, unwanted, and abused animals; and works to provide them a new home through pet adoption.

Toms River Toastmasters Announce Winners of Speech and Evaluation Contests

The Toms River Toastmasters, a nonprofit organization devoted to developing and improving its members’ public-speaking abilities, recently announced the recipients of its Speech and Evaluation contests, held at the Ocean County Library, Toms River.

Lisa McComsey, a Toms River-based writer and marketing consultant, won first place in the speech category; and Kevin Lisicki, a senior operations training instructor at the Oyster Creek Generating Station in Lacey, won first place in the evaluation category. These wins entitle McComsey and Lisicki to progress to the next level of competition.

McComsey captured first place for her seven minute prepared speech, “Can You Bare It?,” which highlighted the benefits of running barefoot. The second-place winner was Sandy Levine, owner of Sandra Levine Productions, and the third-place winner was Gabriele Majcuk, a health-and-wellness products marketer and owner of Your Furniture Source.

The Evaluation category, considered a separate art and an extremely important component after every speech, requires an evaluator to listen to a speech and then present its strengths and weaknesses. The second place winner in the evaluation category was Colleen Guerriero, a sales engineering manager with Verizon Business; and Brian Tannenhaus, owner of BD Engineering, Lakewood, and the president of Toms River Toastmasters, took third place in this category.

Members of Toastmasters and representatives from other chapters judged the speeches and evaluations to determine the winners.

"In the last two years, Toms River Toastmasters has witnessed explosive growth and gained some energetic and talented speakers,” says Tannenhaus. “As President of the club and chairman of the club’s first speech contest in many years, I'm proud of all of the contestants; and look forward to seeing Lisa on the international stage."

Founded in 1981, Toms River Toastmasters is part of Toastmasters International, a nonprofit organization dedicated to honing its members’ public-speaking abilities through local club meetings, training seminars, and speech contests. Deadline for Letter-Writing Contest Extended
H.S. Seniors Can Win up to $1000.00 for Their Opinions


Being accepted to college is an exciting time. Paying for college is another story. You can win $1000.00 if you’re a senior in high school and not afraid to express your opinions about education in a letter to Governor Chris Christie.

Tell Governor Christie what you think he should do to improve education in New Jersey, and you could win as much as $1000.00 in the annual essay contest sponsored by Dr. Ron Rotem, a Toms River dentist. Monmouth Academy of Howell is also sponsoring this year’s contest for all high school seniors in Monmouth and Ocean counties whether they are in public or private school. The winner will receive $1000.00. The first runner-up will receive $500.00; and Dr. Rotem will award $100.00 to the next five runners-up.

Lakewood Downtown Merchants to Meet April 21

The Lakewood Downtown Merchants’ Commission, a committee that focuses on improvements for downtown Lakewood, is meeting Wednesday, April 21, 2010, 10:00 a.m., in Conference Room C of the Lakewood Municipal Building, Third Street, Lakewood. The public is invited.

Topics for this meeting include updates on zoning changes, parking signs, the bicycle ordinance, and a Farmers’ Market. April Schedule for OHI Mobile Medical Unit

Now that spring is in the air, Dr. Theresa Berger, CEO of OHI (Ocean Health Initiatives, Inc.), has announced that its mobile medical unit is scheduled to make 11 location visits this April. Lakewood Township Now Seeking Memorial Day Parade Participants

Members of the Lakewood Township Committee are inviting businesses and organizations to support our veterans and those serving in the military by participating in Lakewood’s traditional Memorial Day ceremonies, Monday, May 31, 2010, starting with the “Raising of the American Flag” ceremony at 9:45 a.m. at Lakewood’s Town Square, Clifton Avenue. The parade will begin at 10:00 a.m.

After the flag is raised to full staff, the Memorial Day Parade will pass the Review Stand on its way down Clifton Avenue to the All War Memorial Amphitheater where the Memorial Day ceremonies will take place at Lake Carasaljo, North Lake Drive.

During the program at the All Wars Memorial Amphitheater, Mayor Steven Langert, Committeemen Raymond Coles and Meir Lichtenstein, Senator Robert W. Singer, Assemblymen Ronald Dancer and Joseph Malone, and Deputy Mayor Menashe Miller, who is a Captain in the Air Force and a chaplain, among other dignitaries, will lay a wreath to remember and honor all soldiers.

Deputy Mayor Menashe Miller says, “The parade is a wonderful opportunity for the entire community to demonstrate their support for our esteemed veterans and for our selfless men and women currently in the service both here and abroad.”

In the event of inclement weather, the Memorial Day ceremony will be held in the auditorium of the Municipal Building, 231 Third Street, Lakewood, N.J.

Deputy Mayor Miller says, “We can’t stress enough how important the 2010 Census is for Lakewood. Everyone must be counted or we will lose hundreds of thousands of dollars from the federal government. The data is strictly confidential and cannot be used against you or your home. That’s the law!”

Betty Rod, the U.S. Bureau partnership specialist who has been working closely with Lakewood’s Complete Count Committee, reminds everyone that wherever a person resides for six months and one day, that is the place he or she should list as one’s residence.

Federal Grant for Energy Contract to Save Residents Money, Help Environment

Lakewood Mayor Steven Langert and Senator Robert W. Singer along with the Township Committee recently passed a resolution that will help Lakewood Township use federal stimulus funding to save energy, improve efficiency, and help the environment through the use of solar energy, all without spending local tax dollars.

As part of the American Recovery and Reinvestment Act and the stimulus package enacted in February 2009, Lakewood Township has received an Energy Efficiency and Conservation Block Grant of $678,200.00. Steven Reinman, the director of Economic Development; John Franklin, director of Public Works; and Tony Arrrechi, assistant Public Works director, determined the projects and township sites that are prime for energy upgrades.

Senator Singer said, “We should realize tremendous savings by tapping into solar energy. To that end, the energy grant will allow us to put solar panels on different buildings and structures owned by the township, which will save money on energy every year.”

“This is like the gift that keeps on giving,” said Mayor Steven Langert. “This initiative is seeking to create more value for Lakewood than the initial grant, and provide the township with energy savings that will be worth even more in the long term.”

Ervin Oross, director of Lakewood Township’s Community Development Department who helped secure the funds for Lakewood, will work with Birdsall Engineering, Inc. (BEI), Eatontown, to devise a strategy for combining the block grant with other funding to create more value for Lakewood.

As a first step, BEI will perform an energy audit of the township and complete a strategy within 60 days – well ahead of the deadline of 120 days specified by the grant requirements.

Scott MacFadden, BEI president, said BEI will be auditing the township’s energy use and creating a strategy for reducing energy use, especially fossil fuels, and improving energy efficiency in transportation, facilities and other operations.

“The initial federal grant is just a starting point for energy funding,” said Daniel Swayze of PMK Group, Inc., the Birdsall subsidiary that is handling the details of the project. “Our goal is to  secure additional grants to turn this $678,200 into multiple times its value.” Swayze said. “With this amount of initial seed money, Lakewood has a terrific opportunity to make a difference for the community and reduce their energy costs.”

The township must spend the money on energy-related initiatives over the next three years.

Looking for Several Proposals

Yehuda Abraham, director of business development and co-coordinator of the UEZ for Lakewood Township, has announced that Lakewood Township will be considering proposals for several for several professional services with the Lakewood Development Corporation (LDC) for 2010.

Businesses with expertise in corporate counsel (licensed attorney or law firm), auditor (N.J. public accountant and CPA), licensed N.J. engineer, licensed N.J. planner, public relations and marketing consultant, licensed N.J. architect with a focus on historic preservation and restoration, and professional appraisal services (N.J. qualified and registered) may submit an RFP (Request for Proposal) for this coming year.

The award of services will be based on experience and reputation in the field; knowledge of non-profit corporations, the Township of Lakewood and the subject matter to be addressed under the contract; availability to attend required meetings; other factors, such as documented past performance of the same or similar services; demonstrated clear understanding of the scope of work and related objectives; a completed proposal; full explanation of the vendor’s billing for goods and services, including a breakdown of specific tasks; and the vendor’s financial stability and strength, among others.

Downtown Merchants to Meet January 14
The Lakewood Downtown Merchants’ Commission, a committee that focuses on improvements for downtown Lakewood, is meeting Thursday, January 14, 2010, 10:00 a.m., in Room 18 of the Lakewood Municipal Building, Third Street, Lakewood. The public is invited.

The topics for this meeting are rezoning proposals and parking recommendations. Hershel Hershkowitz, chairman of the Downtown Merchants’ Commission, will give an update about the Commissions’ concerns, which were presented to the police department last month.

Lakewood Home Depot Now Charging 3½ Percent Sales Tax
You don’t have to live in Lakewood to save money. Everyone who shops at the Home Depot in the Town and Country Shopping Plaza, 1990 Route 70, Lakewood, will quickly realize tremendous savings because shoppers there only pay 3 ½ percent sales tax instead of 7 percent, a substantial savings for customers, especially on big ticket items.

Police Patrols and the UEZ (Part 1) - What Reauthorization Means for Lakewood
The Lakewood Development Corporation (LDC), the administrative arm of Lakewood’s Urban Enterprise Zone (UEZ), has successfully applied for a reauthorization of its U.E.Z. designation for another 15 years. The UEZ designation means that Lakewood Township residents and businesses will realize millions of dollars in benefits and opportunities for commerce in an economy, in which many are visibly struggling.

The criterion for extending the authorization was based upon unemployment. Lakewood’s unemployment rate is above N.J.’s unemployment rate; and compared to last year, Lakewood has seen a significant increase in unemployment over the past recessionary period.

What’s in YOUR Pockets?
Lakewood shoppers and merchants could be in for a big surprise soon—more money in their pockets. As of December 2, 2009, Governor Corzine approved the boundary modification plan proposed by Lakewood Township’s Urban Enterprise Zone (UEZ), putting Town and Country Shopping Plaza, 1990 Route 70, Lakewood, within the “Zone,” a move that should bring in about $2 ½ million in revenue each year to Lakewood Township.

Once Town and Country retailers, such as Home Depot, Pet Smart, Staples, and Value City, among others, become certified UEZ businesses, a process that should take about six to eight weeks, both shoppers and merchants will realize tremendous monetary benefits.

Strand Ventures Participates in Raise Me Up
Strand Ventures, Inc., Lakewood, N.J., has become a partner in Raise Me Up, a project sponsored by The New Jersey Department of Children and Families (DCF) and Casey Family Programs. Downtown Lakewood Merchants: Let Your Voice Be Heard!
Downtown Lakewood merchants will now have a united voice to express their concerns and propose improvements for the downtown. All downtown Lakewood merchants are invited to join five newly appointed Commissioners for a meeting of the Downtown Merchants’ Commission, Wednesday, November 18, 2009, at 10:00 a.m. in Room C of the Lakewood Municipal Building, Third Street, Lakewood. The topic for this meeting is the traffic flow in downtown Lakewood. The public is also invited.

After holding discussions with many downtown Lakewood merchants, Mayor Robert W. Singer; Deputy Mayor Steven Langert; and Steven Reinman, director of economic development, working with Township attorney Jan Wouters, created the Downtown Merchants’ Commission and appointed a board of five Commissioners. The Downtown Merchants’ Commission is designed to be a format through which merchants can express their concerns and advise the town council about how to improve the downtown. Topics at the monthly meetings will range from traffic flow to safety and security, parking, quality of life, and the shopping experience, among others.

Stop! Look Three Ways! Two Intersections in Stop! Look three ways!
Two intersections in Lakewood are about to become a four-way STOP intersections this week. Drivers and pedestrians can expect to see new four-way STOP signs and warnings at Fourth Street and Lexington Avenue as well as Seventh Street and Park Avenue this week. For the past few weeks, Lakewood Public Works has been placing informational signs at each location to alert drivers and pedestrians that changes are coming to those intersections.

Todd Day, Lakewood Township engineer, has announced that two new changes are being implemented this week, the week of November 16, just after the morning rush hour, around 9:00 or 10:00 a.m., in a continuing effort to improve traffic and pedestrian safety in Lakewood.

Security Cameras Installed at Lakewood Airport
With a grant of $150,000.00 from the New Jersey Department of Transportation (DOT), Lakewood Township has implemented an airport security project that is designed to protect area residents and businesses 24 hours a day, seven days a week through a number of secure surveillance cameras placed throughout the airport zone. According to Steven Reinman, the director of economic development for Lakewood, the Lakewood security camera project is the first one in the state to go online.

The security cameras provide remote access to airport management and to the police department. Reinman says, “This will allow appropriate airport personnel and the police department to monitor the airport and its surrounding area. If, heaven forbid, there was any kind of incident at the airport, the New Jersey DOT will not only have remote access but will actually be able to take control of the system and monitor events as they unfold.”

UEZ Funds Two New Ambulances for Lakewood Township
In 2008, Lakewood Department of Emergency Medical Services (EMS) answered 5,584 calls from a population of 60,352 residents (number of residents based on the last census). Although its ambulances were only five-years-old, they had more than 100,000 miles from responding to an average of 15 or more calls a day.

Scott Carter, RN, MICP (Mobile Intensive Care Paramedic), Supervisor of the Department of Emergency Medical Services (EMS), Lakewood, was growing concerned about the reliability of the township ambulances. Recently, however, the Lakewood EMS received a $104,000.00 grant from the UEZ (Urban Enterprise Zone) Assistance Fund for one of two new Lakewood Township ambulances. With a Township contribution of additional funds, the EMS was able to purchase a brand new 2009 ambulance.

Lakewood Names Director of Economic Development and Executive Director of the Industrial Commission

Lakewood Native Named to Top Township Position
Patricia A. Komsa, Brick, was recently named the executive director and UEZ coordinator of the Lakewood Development Corporation (LDC) and the UEZ program by the board of trustees ofthe Lakewood Development Corporation.

Road Action Plan - Pedestrian and Vehicle Safety at Heart of Proposals in Lakewood
With Lakewood’s recent population growth, making your way through the downtown via Clifton Avenue or traveling along Route 9 certainly present challenges for vehicles and pedestrians alike. But traffic flow and pedestrian safety may improve significantly if the Road Action Plan proposed by Todd Day, Lakewood Township engineer, is implemented. Some inexpensive changes could move traffic along Clifton Avenue, and make it safer for pedestrians crossing Route 9 and for those walking along Forest Avenue.

Day says, “In cooperation with John Franklin, director of Lakewood Public Works, we studied each and every intersection to come up with a road action implementation plan. We feel this plan will immediately help traffic and pedestrian circulation.” Day will be giving a formal presentation at the Township meeting this Thursday evening.

What’s in Your Back Seat? Baby Car Reminder Saves Lives
We’ve all done it. We put something down and either forget about it completely or can’t remember where we put it. Usually forgetting is annoying but harmless; but what if it was a baby you forgot?

Chaim Orbach, owner of CSO Radio, Lakewood, N.J., has invented a Backseat Minder, a device to help busy parents always remember that a child is in the back seat of the car. Inspired by several tragedies, he says, “A couple of terrible stories happened where a child was left in the car in the heat. The parents were not irresponsible parents. This could happen to anybody; and this story scares everyone because they know, God forbid, it could have been them.”

Public Invited to the Business and Industry Expo, Home Show July 16
The public is invited to the Business and Industry Expo and Home Show presented by the Lakewood Industrial Commission Thursday, July 16, 2009, from 3:00 to 7:00 p.m. at Lake Terrace Hall, 1690 Oak Street, Lakewood. Admission is free.

Warning Issued to Public to Use Only Licensed Taxicabs

The Lakewood Township Transportation Safety Board has issued a warning reminding the public to use only licensed taxicabs. Unlicensed taxicabs may not be inspected or insured. The driver of an unlicensed taxicab may not have the proper license.

Residents are urged to use taxicabs with the proper licensing. Lakewood Township and the State of New Jersey inspect taxicabs twice a year to make sure the vehicles are safe and comply with safety standards. The New Jersey State Police also make sure drivers meet stringent criminal background checks. To be properly licensed, taxicabs must be insured and provide proof of insurance to the Township.

Bernard Gindoff, chairman of the Lakewood Transportation Safety Board, says, “Unlicensed taxicabs have become a very big problem, and we’re trying to rectify the situation as best as we can through the Lakewood transportation board and the police department. We want the public to be aware of what’s going on.” The licensed taxi companies include Leisure Hack & Laurel Cabs (white with blue letters); Latino Cab (yellow); Unidos (red); Los Amigos (blue), and Lakewood Transportation (black).

Lakewood Deputy Mayor Makes Budget Statement
We are in the midst of very tough economic times. In spite ofthis, through the hard work of the Lakewood Township Committee, the Manager, the Budget Advisory Committee, and other concerned groups in Lakewood, we have been able to begin to put our town on a path back to fiscal stability.

If we take into account that we are mandated by the State to budget $1,537,898.03 to deal with tax appeals, and that we are contractually obligated to budget $73,340 for salaries and $194,000 for pending retirements, we have total mandated expenditures of $1,805,238.03. The reason salaries are up only $73,340 is because we eliminated 13 positions in Town Hall.

Stand Up and Be Counted! The Census Bureau Needs You
The money we receive for federal programs and the number of people representing us in the House of Representatives are dependent on a population formula or census count. Even businesses and schools use census information to make plans and to develop budgets.

Every 10 years, the U.S. Census Bureau updates its population information, and decides where billions of dollars will go based on this information. To prepare for the count, local census workers are aleady canvassing neighborhoods, trying to determine exact addresses and to make sure everyone will be counted. Like all towns, Lakewood wants its fair share of federal money.

According to Betty Rod, a partnership specialist with the U.S. Department of Commerce, U.S. Census Bureau, Philadelphia region, Lakewood Township has an active Census Count Committee. “The goal of the Census committee is to make sure that all the hard-to-count population in Lakewood is counted. Many people are afraid to be counted – They might be afraid because they are undocumented. They might be afraid because perhaps they are living in unapproved areas, such as attics, basements, or crawlspaces. They might be afraid because they owe child support. Many people are afraid to be counted, but they don’t have to worry when it come to the census.”

Lakewood Sees Surge in UEZ Businesses
Although the news if filled with gloomy economic forecasts and tales of failed businesses, Lakewood Township’s Urban Enterprise Zone (UEZ), in New Jersey had a surprising 61 newly certified businesses join the business incentive program in 2008; and since January 2009, six new businesses have already received UEZ approval, with an anticipation of more to come.

Russell K. Corby, executive director of the Lakewood Development Corporation which administers the program, attributes Lakewood’s designation as an Urban Enterprise Zone (UEZ) as being the prime incentive for the growth in the Lakewood business community even during such tough economic times.

On September 25, 2008, 4:00 p.m. - 6:25 p.m., the New Jersey chapter of the U.S. Green Building Council (USGBC) will make a presentation in the Auditorium of the Lakewood Township Municipal Building, 231 Third Street, Lakewood. The USGBC is a 501(c)(3) non-profit community of leaders working to make green buildings available to everyone within a generation. The seminar will be a powerpoint presentation explaining the requirements for green building and the financial benefits and tax credits available to builders and developers who comply with green building requirements. The seminar is open to members of the Lakewood Industrial Commission (LIC), the Lakewood Planning Board, the Lakewood Zoning Board and major commercial and industrial developers in Lakewood.

The Lakewood Transportation Safety Board will host a forum - MOTOR VEHICLE CRASHES, THE UNHEARD VOICES - discussing traffic safety in the region, scheduled for May 22, 2008 at 6:30 PM.
